The Energy Transformation Forum (Forum Transformacji Energetycznej) will take place on 19 June
2019. It will be the first edition of a series of conferences conducted over three years, starting from
current year. The initiative is a response to the need to monitor and analyze the currently ongoing key
transformation processes in the energy sector, being a consequence of EU directives, national strategic
documents and climate policy of the European Union.
Understanding the factors shaping the transformation processes, it is necessary to refer systematically to the existing technological challenges. Therefore, conducting the Forum results from the need to pragmatically define investment challenges in the area of generation, transmission and energy storage
infrastructure, in the context of technological progress. The energy sector has a significant impact on the development of Polish industry, which is an important element determining the rate of economic
growth. The aim of the conference is not to value energy in terms of its source. However, it is necessary to balance social, economic and environmental costs related to it.
The first debate will allow the exchange of views and positions between the central administration and
participants in the energy market, by facilitating the ratio legis adopted on the occasion of the
legislative processes. The Forum will provide a communication platform enabling the definition of the
optimal pace of energy transformation. The participants of the debate will reflect on the current and
future meaning of the term "energy security" and discuss potential tools and methods of financing
future investment processes.
The second debate will be devoted to discussions on the issue of technological accessibility as a factor
determining the time and financial framework of transformation. Its participants will consider the
possibility of reaching a compromise in the area of modernization of energy infrastructure, while
increasing the competitiveness of Polish industry.
We invite representatives of the energy industry, scientific centres, experts and media representatives
who identify with the guiding idea of the Forum.
Kierując się zrozumieniem czynników kształtujących procesy transformacyjne, należy w sposób systemowy odnieść się do istniejących wyzwań technologicznych. Podjęcie realizacji Forum wynika tym samym z potrzeby pragmatycznego zdefiniowania wyzwań inwestycyjnych w obszarze infrastruktury wytwórczej, przesyłowej i magazynowania energii, w kontekście zachodzącego postępu technologicznego. Sektor energetyczny ma doniosły wpływ na rozwój polskiego przemysłu, przez co stanowi istotny element warunkujący tempo wzrostu gospodarczego. Celem konferencji nie jest wartościowanie energii pod względem źródeł jej pochodzenia. Konieczne jest jednak zbilansowanie kosztów społecznych, ekonomicznych i środowiskowych jej towarzyszących.
Pierwsza debata pozwoli na wymianę poglądów i stanowisk pomiędzy administracją centralną a uczestnikami rynku energii, uprzystępniając ratio legis przyjmowane przy okazji realizowanych procesów legislacyjnych oraz stanowiąc okazję do zgłaszania postulatów de lege ferenda. Forum zapewni platformę komunikacji umożliwiającą zdefiniowanie optymalnego tempa transformacji energetycznej. Uczestnicy debaty zastanowią się nad aktualnym i przyszłym znaczeniem pojęcia „bezpieczeństwo energetyczne” oraz przedyskutują potencjalne narzędzia i sposoby finansowania przyszłych procesów inwestycyjnych.
